Is Buling better than Baizhi?
Yes, almost always. Buling provides stronger team buffs via her Skill DMG Bonus and Outro Amplification, heals reliably off-field, and her Electro Flare adds minor extra utility. The only reason to use Baizhi is if you do not have Buling.
Does Buling need her Sequences (Constellations)?
No. S0 Buling is excellent. Her S6 doubles the Skill DMG Bonus from 25% to 50%, which is meaningful for Carlotta, but it is not required for comfortable performance.
